Someone close to me needs long-term care
6 tasks in suggested order
1. If you are applying for a disability classification, prepare the medical assessment and the documents needed for the comprehensive assessment.
When the person has long-term limitations and you want to access rights available to persons with disabilities.
The competent DGASPC/comprehensive-assessment service and the doctors who issue the required medical documents.
Medical letters, investigations, treatment information, identity document and a description of the limitations.
A medical diagnosis alone does not automatically determine all rights; assessment and classification follow the procedure under Law no. 448/2006.

2. Check with the social service which support services are available, such as home-based, day, residential or personal-assistant support, as applicable.
After the need has been identified and before choosing a long-term solution.
The town hall’s public social-assistance service and/or the competent DGASPC.
Personal documents, income information, household and housing details, and medical documents.
Practical Lili tip: the actual services available vary locally and depend on the person’s assessment; ask what options are available for the real situation.

3. If the conditions are met, apply for the disability classification certificate and the rights arising from it.
After the assessments are prepared and at any reassessments set for the specific case.
DGASPC/the competent commission; some rights or services are implemented through the local authority.
Medical and social file, identity documents, income information and the representative’s documents.
Rights differ according to the degree and type of disability and the person’s situation; not all benefits or services are granted automatically.

4. If the person needs medical care at home, obtain the medical recommendation and check providers contracted with the health-insurance fund.
When a doctor confirms that the conditions for home medical care are met.
Family doctor/specialist or hospital doctor, the health-insurance fund and a contracted provider.
Medical recommendation, proof of insurance and the documents required by the service.
Home medical care under the CNAS system is provided on the basis of a recommendation and the framework-contract rules; it is not the same as social-care services.

5. If a relative reduces or stops work to provide care, separately check employment options, personal-assistant arrangements and the effects on income, health insurance and pension rights.
Before reducing working hours, stopping work or taking on a formal caregiving role.
Employer, DGASPC/town hall and the relevant insurance institutions, depending on the chosen option.
Family relationship, disability certificate/care plan, employment contract and income information.
Practical Lili tip: there is no single “caregiver status” that automatically applies to every relative; check the specific rights before giving up income.

6. If the person needs support with legal acts, first check less restrictive solutions; judicial assistance or special guardianship is ordered by a court when necessary.
When the person can no longer protect their interests independently and ordinary support or a power of attorney is not sufficient.
Notary for matters that can be handled through a mandate; guardianship court for judicial protection measures.
Identity documents, medical documents and a list of the necessary legal acts.
The Civil Code requires the protection measure to be necessary and adapted to the person’s degree of autonomy; special guardianship should not be assumed automatically.
