6 tasks in suggested order

1. Determine the purpose of your stay — work, study, business, family or another basis — and the visa and residence-permit procedure that applies to it.

When?

Before applying and before starting any activity that requires authorisation.

Where / who?

A Romanian diplomatic mission/consulate and the competent territorial Inspectoratul General pentru Imigrări (IGI) unit.

What to prepare?

Passport and evidence specific to the purpose of your stay.

What to check?

Visa-free entry does not replace a residence permit or the right to work.

2. Apply for a long-stay visa if required, then for the residence permit, and complete any required in-person and biometric steps.

When?

In the sequence and within the deadlines that apply to your citizenship and purpose of stay.

Where / who?

A Romanian consulate, the eViza portal and the territorial IGI unit.

What to prepare?

Passport, application form, photographs/biometrics and evidence of the purpose of stay, accommodation, means of support and insurance.

What to check?

Use the exact document list for your permit; employment, study and family cases do not use identical files.

3. Declare your address/accommodation as part of the residence application and later report any change through the IGI procedure.

When?

When applying for the permit and after any move, within the applicable deadline.

Where / who?

The territorial IGI unit responsible for your address.

What to prepare?

Ownership/tenancy document or declaration of accommodation, together with the host’s documents where required.

What to check?

Registering your address with IGI and establishing domicile in Romanian identity records are different procedures.

4. Arrange the medical coverage required for your stay and check enrolment in the public health-insurance system once you have a basis for insurance.

When?

Before you must provide proof of coverage and from the start of employment or another insurance basis.

Where / who?

Insurer, CNAS/county health-insurance fund, ANAF or employer, depending on your status.

What to prepare?

Residence permit, employment/study contract and proof of insurance.

What to check?

The insurance policy used for the residence permit and CNAS insured status may start at different times.

5. Before starting work, study or business activity, check that your permit allows it and complete any separate approvals.

When?

Before starting the activity.

Where / who?

Employer and IGI/ITM, university, or ONRC/ANAF and the relevant sectoral authority.

What to prepare?

Employment contract/job offer, study admission or business documents, and your permit.

What to check?

A residence permit does not automatically give you the right to carry out every type of activity.

6. For each family member, deal separately with residence status and health insurance and, for children, school enrolment.

When?

Together with the main applicant or after the family-reunification conditions are met.

Where / who?

Consulate/IGI, health-insurance fund and school/local authority.

What to prepare?

Passports, civil-status documents and proof of the family relationship, accommodation and means of support.

What to check?

Family members do not always automatically receive the same right to work or the same duration of stay.
