6 tasks in suggested order
1. Decide whether you are changing your registered domicile to another country or keeping your domicile in Romania and only updating contact details/documents.
Before a permanent move, or when your situation becomes permanent.
The passport service, personal-records service or Romanian consulate, depending on your choice and the document involved.
Romanian documents, proof of your domicile abroad and the documents required for the relevant procedure.
Physically leaving Romania does not automatically change the domicile recorded in your documents.

2. Determine which country is responsible for your health insurance and notify the Romanian institutions if your Romanian basis for coverage ends or a foreign basis begins.
Before starting foreign employment/insurance or immediately after the change.
Your Romanian health-insurance fund, ANAF/employer and the relevant institution in the destination country.
Proof of employment, domicile and insurance in the destination country.
A foreign address alone does not determine which legislation applies; clarify the position to avoid parallel contributions.

3. If you receive a pension, unemployment benefit or another benefit, report your departure, address and payment account and check whether the entitlement can continue abroad.
Before departure and before the next payment.
The territorial pension house, AJOFM/AMOFM or the body paying the benefit.
Benefit details, departure date, destination and residence/payment documents.
The rules differ by benefit and between moving abroad and a temporary trip.

4. Review your tax residence for the year of departure, your filing obligations and any form/questionnaire required when your tax residence changes.
Before the deadline set by the tax rules and before your annual tax filings.

Information on your stays, income, home, family, certificate of tax residence and taxes paid in both countries.
Changing your civil-law domicile does not automatically determine your tax residence.

5. If you are taking a vehicle abroad permanently, clarify deregistration/export, RCA insurance and registration in the destination country; if it remains in Romania, update the necessary details.
Before using the vehicle permanently abroad.
The vehicle-registration service, your insurer and the authority in the destination country.
Vehicle documents, proof of ownership, inspection and insurance.
The owner’s move abroad does not automatically deregister the vehicle.

6. End the tenancy according to the contract, hand over the home with a handover record, close utilities and organise your mail and private contracts.
Respecting the notice periods and before handing over the home.
Landlord/property manager, service providers and postal operator.
Termination notices, contracts, meter readings, handover record and your address abroad.
Leaving the home does not by itself end your payment obligations.
