1. Submit an application for an administrative change of surname/first name if there are well-founded reasons provided for by the procedure.
Before the requested change.
At the S.P.C.L.E.P. or town hall for your domicile. A Romanian citizen domiciled abroad applies through the authority for the last domicile held in Romania; if they never had a domicile in Romania, through Direcția de Stare Civilă Sector 1 București.
Your identity document and civil-status certificates, proof that the extract of the application was published in Monitorul Oficial (publication no more than 1 year old), a criminal-record certificate if the applicant is at least 14 years old, and the other documents required for the case.
The application must be based on a reason recognised by law. An administrative name change is different from a name change resulting from marriage/divorce or from correcting a civil-status record.
