5 tasks in suggested order
1. Determine whether the vehicle is new or used, bought in Romania, in the EU or outside the EU, and whether its origin documents are complete.
Before the RAR process, taxes and the registration appointment.
RAR, the vehicle-registration service and the customs/tax authority, depending on the vehicle’s origin.
Invoice/contract, foreign documents, COC/technical data and customs documents.
Do not use the same file for every origin; approval and tax requirements differ.

2. Obtain the authenticity certification, identification, vehicle identity card and technical inspection required for your situation.
Before registration, in the sequence indicated by RAR.
The RAR office booked for the vehicle.
The vehicle, origin and technical documents, the applicant’s identity document and translations where required.
An incomplete foreign technical document may require additional checks or approval.

3. Deal with VAT, customs formalities and local tax registration to the extent they apply to the vehicle’s origin and type.
Before registration or within the tax deadline that applies to the purchase.
ANAF/customs and the local tax department for your domicile/registered office.
Invoice, customs/tax declarations, CIV and owner details.
The obligations for a new vehicle from the EU differ from those for a used vehicle or one imported from outside the EU.

4. Take out RCA insurance using the correct owner and vehicle details for the period required for registration.
Before submitting the registration file and before driving the vehicle.
An authorised insurer of your choice.
CIV/chassis number, ownership document and policyholder details.
Foreign insurance is not automatically sufficient after Romanian registration.

5. Submit the complete file to the competent service and apply for the registration certificate and plates, choosing permanent or temporary registration as appropriate.
Within the deadline applicable to the acquisition/import and before using the vehicle without valid authorisation.
The territorially competent public community service for driving licences and vehicle registration.
Application, proof of ownership, CIV/RAR documents, taxes/fees, RCA, previous documents and the required plates/documents.
An appointment does not extend the right to drive the vehicle and does not compensate for a missing document.
