I am a foreigner and need a PESEL number
4 tasks in suggested order
1. First check whether a PESEL number was already assigned automatically when you registered your address.
Before submitting a separate application.
Documents/official address-registration confirmation or municipal office.
Identity document and, if available, address-registration confirmation.
A foreigner who registers an address generally receives PESEL automatically; do not submit a second application in that case.

2. If you live in Poland and can complete the required address registration, use the existing registration checklist; PESEL will be assigned in that process.
During address registration.
Municipal/city office competent for the address registration.
Identity document and proof concerning the dwelling according to the registration procedure.
PESEL should not duplicate the entire address-registration process in a separate checklist.

3. If you cannot register your address but a specific law or authority requires PESEL, apply for it and state the legal basis for the requirement.
When PESEL is required and cannot be assigned through address registration.
Any municipal office in Poland.
Completed application, identity document and the legal basis/explanation indicated by the authority requiring PESEL.
Do not invent the legal basis yourself; if you do not know it, the authority requiring PESEL should indicate it.

4. After assignment, check the accuracy of the data linked to PESEL and keep the official confirmation.
After the number is assigned.
Office / confirmation document.
Confirmation and identity document.
PESEL is an identification number; it is not itself a residence document or work permit.
