If the issuing country is not covered by an Irish exchange agreement, NDLS cannot exchange the licence. You must follow the required Irish steps to become a licensed driver.
When?
EU/EEA licence holders can generally drive while licence remains valid; exchange timing and eligibility depend on issuing country/status.
Where / who?
National Driver Licence Service (NDLS).
What to prepare?
Current foreign licence, identity/PPSN/address/residence evidence and medical/eyesight documents if the NDLS route requires them.
What to check?
Do not assume a licence becomes exchangeable because another country previously exchanged it; NDLS checks the original licence route.
